Global Call Grows to Ban AI “Nudification” Image Tools

Human rights groups and international organizations are urging governments to introduce strict laws and a global ban on artificial intelligence tools that digitally remove clothing from images, warning of serious risks to women and children.

According to the Internet Watch Foundation, more than 107 organizations and experts have signed a joint declaration titled Global Voices United: No to Nudification. The statement argues that AI-based “nudification” tools serve no legitimate purpose and are being widely misused to create non-consensual sexual images.

The groups say children are among the most vulnerable victims. Reuters has reported that images of minors, including survivors of sexual abuse, have been manipulated using these tools and circulated online in highly harmful forms.

Signatories to the statement are calling for companies and developers behind such technologies to be held legally accountable. They also urge criminal penalties for the creation and distribution of AI-generated sexual images.

The declaration calls on governments and lawmakers to adopt and enforce global regulations within the next two years to restrict access to these tools and curb AI-enabled sexual exploitation. Child protection organizations, including children’s helplines, have backed the appeal, stressing the need for urgent action to safeguard minors.
