England Moves Toward Legal Ban on Mobile Phones in Schools

The UK government has announced plans to introduce a statutory ban on mobile phones in schools across England, marking a significant shift in education policy.

According to The Guardian, the move will be implemented through an amendment to the Children’s Wellbeing and Schools Bill, currently under debate in the House of Lords.

Education minister Jacqui Smith confirmed the government would formalize existing guidance into law, creating a clear legal requirement for schools. The decision follows delays to the bill caused by opposition peers, prompting ministers to adopt what they described as a “pragmatic measure” to ensure the passage of broader child protection reforms.

The legislation is considered one of the most comprehensive child safeguarding efforts in decades, including measures such as a national register for children outside school and reforms to social care oversight.

Although most schools already restrict mobile phone use—supported by previous guidance from Education Secretary Bridget Phillipson—the statutory change aims to provide clarity for school leaders facing pressure from parents.

Education groups welcomed the move but emphasized the need for additional funding to support secure phone storage systems in schools.
