UN Warns Millions of Displaced People Facing Harsh Winter Amid Funding Shortfall

The UN refugee agency (UNHCR) has warned that millions of refugees and internally displaced people are entering winter with far fewer resources than in previous years, Anadolu Agency reported. Launching its global winter campaign on Tuesday, UNHCR said humanitarian funding has dropped sharply, leaving many families without essential items such as heating fuel, blankets, and warm clothing.
Dominique Hyde, UNHCR’s director of external relations, said the agency expects to end 2025 with $3.9 billion in funds — a 25% decline from 2024 levels and comparable to 2015, when global displacement was half what it is today.
Hyde cautioned that without new contributions, “millions will face winter with threadbare support.” The campaign focuses on Afghanistan, Ukraine, Syria, and neighboring countries, providing cash aid, shelter repairs, and livelihood programs.
This year’s effort will run across 28 countries, with a goal to exceed last year’s $34 million raised. Hyde highlighted worsening conditions in Afghanistan, where freezing temperatures have already begun, and in Ukraine, where attacks on energy infrastructure are compounding hardships. “Despite deep funding cuts, our teams remain committed to protecting the most vulnerable,” Hyde said, urging international donors to step up support before winter intensifies.
