UN experts urge Taliban accountability over judicial reforms and rights protections

Independent experts affiliated with the United Nations have called on the Taliban authorities in Afghanistan to clarify the structure and legal basis of their newly introduced judicial system, amid concerns over transparency and human rights protections.

The experts said the judicial decree enacted in early 2026 introduces stricter rules governing court procedures and criminal cases, raising questions about judicial independence and adherence to international legal standards. They emphasized the need for clear legal frameworks, fair trial guarantees, and safeguards for vulnerable groups.

Particular concern was expressed over the impact of the new system on women and religious and ethnic minorities. According to rights observers, recent procedures may restrict women’s access to justice through limitations on court attendance and additional requirements related to conduct and appearance, which critics say undermine equality before the law.

The experts also urged Afghan authorities to comply with international human rights treaties and review any laws or practices that may discriminate against citizens or restrict fundamental freedoms.

They stressed that ensuring an independent judiciary and protecting legal rights are essential for stability and public trust, calling for greater engagement with the international community to uphold human rights standards in Afghanistan.
