Iraqi Cabinet Approves Amendment to Samarra Heritage Law

The Iraqi government has approved the second amendment to Law No. 5 of 2018, titled “Samarra, Capital of Islamic Civilization,” during its 34th regular cabinet session chaired by Prime Minister Mohammed Shia’ Al-Sudani. The proposed amendment has been referred to Parliament for legislative approval in line with constitutional procedures.

Originally enacted in 2018, the law aims to highlight Samarra’s historical and cultural significance, protect its archaeological landmarks, and support reconstruction and development projects. The city is home to key Islamic heritage sites, including the Al-Askari Holy Shrine and the iconic Malwiya Minaret.

Observers believe the amendment will strengthen Samarra’s cultural identity and provide a legal framework to enhance restoration efforts, positioning the city as a leading center of Islamic heritage in Iraq.
