Spain moves to regulate AI content with heavy fines

Spain’s government has approved a bill imposing strict penalties on companies that fail to label AI-generated content, aiming to combat misinformation and deepfake threats, Reuters reported.

The proposed law, which aligns with the European Union’s AI Act, classifies non-compliance as a “serious offense,” carrying fines of up to €35 million ($38.2 million) or 7% of a company’s global turnover.

The bill also bans AI practices that could manipulate vulnerable groups, such as subliminal messaging in chatbots or toys. Additionally, it restricts the use of AI-powered biometric classification but allows real-time biometric surveillance for national security purposes.

If passed by Spain’s lower house, enforcement will be overseen by the newly established AI watchdog, AESIA, along with existing regulators for areas like data privacy and financial services.
