Lebanon Ceasefire Falters as UN Doubles Humanitarian Appeal Amid Mounting Civilian Crisis

Lebanon’s fragile ceasefire framework is under growing strain after renewed Israeli warnings and strikes in the south, Hezbollah’s rejection of key truce conditions, and the United Nations’ decision to double its humanitarian appeal as civilian needs surge.

The United Nations said on Friday it is doubling the amount of funding it needs to respond to Lebanon’s worsening humanitarian crisis, as the war enters its fourth month and civilians face mounting displacement, food insecurity and damage to essential infrastructure. Reuters reported that the UN and the Lebanese government will seek an additional $331.5 million to reach 1.4 million people, bringing the total appeal to $639.9 million. As of May 31, only $185.9 million had been received.

UN Resident and Humanitarian Coordinator Imran Riza warned that communities across Lebanon have faced an “appalling” situation over the past three months, with the toll on civilians worsening daily. According to the UN, nearly 1.24 million people, or almost one in four people in Lebanon, are expected to face crisis and emergency levels of food insecurity until August.

Lebanese authorities say more than 3,500 people have been martyred in Israeli strikes since March 2, though official figures do not distinguish between civilians and combatants. The humanitarian situation has been further aggravated by damage to hospitals, clinics and agricultural land, particularly in heavily targeted areas such as Tyre in southern Lebanon.

The worsening humanitarian crisis comes as a new U.S.-brokered ceasefire framework remains deeply uncertain. The agreement, announced after talks involving Israeli and Lebanese envoys, was conditioned on Hezbollah leaving southern areas. Hezbollah rejected the proposal, while Israel said it would not withdraw its forces from Lebanon.

Tensions escalated further after the Israeli military warned residents of several villages north of the Litani River to evacuate ahead of expected attacks on Hezbollah positions. Separately, several people were wounded when an Israeli drone struck a vehicle in southern Lebanon, according to media reports.
