A proposed Muslim-centered residential development in North Texas has secured a significant legal victory after a court ruled that a state agency must comply with prior agreements, allowing the project to move forward despite ongoing political and legal challenges.

According to Muslim Network TV, the project—developed by members of the East Plano Islamic Center (EPIC) and rebranded as “The Meadow”—aims to establish a large community near the town of Josephine, northeast of Dallas. The planned development includes over 1,000 homes, a mosque, schools, and community facilities, and is described by its organizers as an inclusive neighborhood open to people of all backgrounds.

The legal decision came after the Texas Workforce Commission (TWC) had delayed progress, citing potential fair housing concerns. Developers filed a lawsuit, arguing that the agency failed to act on submitted compliance policies. A judge in Travis County sided with the developers, rejecting the state’s request to dismiss the case and ordering the agency to honor its prior commitments.

Project leaders welcomed the ruling, stating it confirms their compliance with state law and commitment to fair housing standards. However, Texas officials have pushed back, with the TWC describing the decision as flawed and indicating plans to appeal, while federal authorities continue reviewing aspects of the development.
