Afghans Report Alleged Black Market for Iranian Arbaeen Visas in Mazar-i-Sharif

Residents of Mazar-i-Sharif, Afghanistan, have reported that intermediaries are allegedly charging large sums of money to arrange Iranian visas for Arbaeen pilgrims, despite official announcements that eligible Afghan pilgrims could receive the visas free of charge under certain conditions.

According to local reports, some applicants were asked to pay between $1,000 and $1,700 for visa arrangements, while others reported demands of at least $500 depending on their circumstances and application details.

Residents said difficulties in obtaining visas have created opportunities for intermediaries to exploit applicants seeking to travel to Iran, including those hoping to participate in the Arbaeen pilgrimage or pursue economic opportunities.

Iran’s Embassy in Kabul has previously announced free Arbaeen visa arrangements for Afghan nationals meeting specific requirements. However, some applicants said their experiences differed from the announced policy.

Authorities in Mazar-i-Sharif have not commented on the allegations. The reported claims, including the identities of intermediaries and payments involved, have not been independently verified, and there is no evidence linking Iranian diplomatic authorities to the alleged practices.
