Kuwait has enacted a significant amendment to its housing legislation aimed at addressing the nation’s housing shortage and encouraging private investment, according to Kuwait Times. Decree Law No. 89 of 2025 revises the 2023 framework by allowing more flexibility in project structures and expanding housing types offered to citizens, including apartments, duplexes, and gated communities.

The amendment removes the previous requirement for state joint-stock companies, enabling the housing authority to form companies of varied legal forms suited to each project’s needs. A key financial safeguard now prohibits the government from altering its committed funding once contracts are awarded, protecting both public funds and developers.

Additionally, the law grants the Public Authority for Housing Welfare (PAHW) authority to set technical standards and applies retroactively to integrate older projects. Officials emphasize the changes aim to accelerate housing delivery, attract private capital, and improve sustainability. The law took immediate effect following its publication in the official gazette, with implementation already underway.
