UN Report: ISIS Adapting and Expanding Its Operations Amid Growing Security Fragility

In a briefing to the UN Security Council on Wednesday, Ogoljerin Niyazberdiyeva, Director of the Office of the Acting Under-Secretary-General for Counter-Terrorism, presented the 23rd report of the UN Secretary-General on the threat posed by ISIS to international peace and security.

The assessment said sustained counterterrorism operations have disrupted the group’s senior leadership and reduced its ability to coordinate activities centrally. However, ISIS has demonstrated an ability to survive and adapt to changing circumstances.

According to the report, the group continues to exploit weak security environments and prolonged armed conflicts to maintain and expand its activities. The threat remains particularly serious in parts of Africa, especially across the Sahel and the Lake Chad Basin.

The UN official also outlined international efforts to assist member states in addressing the evolving threat, emphasizing the need for continued cooperation as ISIS increasingly relies on regional instability and decentralized networks to sustain its operations.
