The UN Refugee Agency (UNHCR) has warned that Yemen continues to experience one of the most severe and complex humanitarian crises globally, according to its operational update covering January to October 2025. The report estimates that more than 19.5 million people require some form of humanitarian support, driven by prolonged conflict, economic deterioration, and increasingly harsh climate conditions.

UNHCR noted that approximately 4.8 million Yemenis remain internally displaced, many for several consecutive years. Yemen also hosts over 62,000 refugees and asylum seekers, largely from Somalia and Ethiopia, making it the only country in the Arabian Peninsula that is party to both the 1951 Refugee Convention and its 1967 Protocol.

The agency operates through offices in Sana’a and Aden, with additional field presence in Hudaydah, Marib, and Saada, enabling access to most of the country’s 22 governorates. UNHCR works with authorities, partners, and affected communities to deliver protection and assistance.

Under its global mandate, UNHCR leads humanitarian efforts for refugees and coordinates support for internally displaced people through the protection, shelter and non-food items, and camp coordination clusters. Its services include legal aid, documentation, shelter, health, education, water and sanitation, and cash assistance. The report also highlighted recent operational changes in Sana’a since early October, prompting agencies to adjust implementation methods.
