Amnesty: Airstrike on Kabul Rehabilitation Centre Sparks Humanitarian Concerns

An airstrike by Pakistan on 16 March hit a drug rehabilitation centre in Kabul, raising serious concerns under international humanitarian law. The centre, Omid, was established in 2016 on the site of Camp Phoenix, a former NATO base, and reportedly housed around 2,000 people.

The Taliban reported over 400 civilians killed and more than 200 injured, though the figures have not been independently verified; the UN has confirmed at least 143 deaths.

Amnesty International criticized the strike, saying Pakistan should have taken all feasible precautions to avoid civilian harm and called for an independent investigation into the incident. It claimed that Pakistan failed to take proper steps to ensure minimum civilian loss.

The attack was part of “Operation Ghazab Lil Haq,” which also targeted Nangarhar. Amnesty urged all parties to respect international humanitarian law and protect civilians and civilian infrastructure, including healthcare facilities.
