Finnish City of Vantaa to Ban Full Face Coverings in Schools Starting in August

Education authorities in Vantaa, Finland, have announced a decision to ban clothing that fully covers the face in the city’s comprehensive schools starting on August 1, citing safety concerns and the need for teachers to identify students during the learning process.

Under the new policy, students in the city’s 44 municipal schools will be required to keep their faces visible during school hours. The rule effectively prohibits garments that completely cover the face, such as the niqab and burqa, as well as masks that conceal facial features. However, headscarves and other clothing that do not cover the face will remain permitted.

The city’s director of education, Ilkka Kallo, said teachers need to be able to recognize students for safety and educational assessment purposes. He added that the decision aims to establish clear preventive guidelines, even though incidents related to face coverings in schools have been very rare.

Vantaa, located near the capital Helsinki, is one of Finland’s most diverse municipalities, with about 30% of its population speaking foreign languages, making its education policies closely watched by immigrant and expatriate communities.

The decision has drawn criticism from some Muslim organizations, including the Muslim Forum of Finland and the Federation of Islamic Organizations in Finland. In a joint statement, the groups warned that the ban could stigmatize a small number of women and girls who wear the niqab and raise concerns about the protection of religious freedom.
