A joint report released Tuesday by international and Syrian human rights groups, including Human Rights Watch (HRW), Syrians for Truth and Justice, and the Syrian Archive, accused the Defense Ministry of the Syrian Interim Government of direct responsibility for widespread violations in the Syrian Coast during March 2025.

The report details a centrally coordinated military operation starting March 6th across three governorates, primarily targeting Alawite communities and characterized by identity-based abuses. The crimes, which included summary executions, property destruction, and torture, affected over 24 towns and villages between March 6th and 10th, resulting in at least 1,426 deaths, according to data from the Syrian National Commission of Inquiry.

Based on over 100 interviews, verified audiovisual materials, and satellite imagery, the report asserts the Defense Ministry played a pivotal role in mobilizing fighters and coordinating operations despite its awareness of the severe violations.

While the authorities announced referring 298 suspects for prosecution in July, the human rights groups argue the official investigations have failed to address the role of senior military and civilian leaders in enabling or failing to prevent the abuses, instead focusing on individual acts of vengeance.

HRW senior researcher Hiba Zayadin stated that impunity for high-ranking officials risked paving the way for further atrocities. The report calls for full publication of official investigations, accountability at all levels, and structural reforms in the security apparatus.
