Pakistan’s HEC launches digitalization project to modernize public universities

The Higher Education Commission (HEC) of Pakistan is spearheading a digital transformation to modernize public universities nationwide, Dawn E-Paper reported. Launched in 2019 with World Bank support, the Higher Education Development Project (HEDP) aims to replace outdated paper-based systems with digital solutions, improving student services, faculty support, and university management.

Central to this effort is the Pakistan Education and Research Network (PERN), connecting over 300 universities with high-speed internet and enabling access to national and international resources. HEC has also developed Maktab, an ERP system built on SAP infrastructure, to integrate key university operations like enrollment, fee management, and examinations onto a single digital platform.

To bolster infrastructure, HEC established two advanced datacenters named Astrolabes in Lahore and Karachi, providing secure cloud storage and data management. Additionally, through the National Academy of Higher Education, over 2,000 faculty and administrative staff have been trained in digital tools and online teaching.

By the end of 2024, the project achieved over 95% of its targets, earning a performance upgrade from the World Bank. Challenges remain, including resistance to change and connectivity issues, but continued support and investment aim to create a more efficient, connected higher education system in Pakistan.
