Escalating Israel–Lebanon Conflict Raises War Crimes Concerns, Mass Displacement, and Food Insecurity

Lebanon is facing a deepening humanitarian crisis as intensified Israeli military operations have caused mass civilian casualties, large-scale displacement, and growing food insecurity.

According to Lebanese official figures, more than 2,100 people have been killed and over 6,500 injured since early March, with the latest reported strikes killing at least 13 civilians and wounding six others in southern Lebanon following 24 air raids on multiple areas. The strikes targeted areas including Ansariyeh and Qadmus, causing widespread destruction and prompting emergency response efforts.

Human Rights Watch warned that Israeli tactics, particularly large-scale evacuation orders affecting predominantly Shia neighborhoods in southern Lebanon and the southern suburbs of Beirut, have displaced nearly one million people—around 20 percent of the population. The organization stressed that forced displacement is prohibited under international humanitarian law unless strictly necessary and temporary.

A group of UN human rights experts, operating under the United Nations Human Rights Council, also condemned the scale and intensity of Israeli strikes, describing them as potentially amounting to “grave breaches” of international law. They cited reports that more than 150 locations were struck within minutes on April 8 alone, killing at least 303 people and injuring over 1,150.

The experts raised concerns over indiscriminate attacks on densely populated areas, environmental damage, and what they described as patterns resembling those previously documented in Gaza, including widespread destruction of homes and infrastructure. They warned that such actions, combined with evacuation orders and restrictions on return, could amount to collective punishment or even ethnic cleansing.

At the same time, the UN panel condemned cross-border attacks by Hezbollah against Israeli civilians, urging all parties to comply with ceasefire obligations and international law.

The humanitarian situation is further compounded by a worsening food crisis. The World Food Programme has warned that food insecurity is rising sharply, with many Lebanese families unable to secure their next meal. Displacement, market disruptions, and rising food prices have left millions struggling to meet basic needs.
