Calls for Comprehensive Review of Mass-Pilgrimage Plans and Smart Management in Karbala
Activists, bloggers, and specialists concerned with public services and security have called for a comprehensive review of security and service plans for mass religious pilgrimages, arguing that Karbala’s rapid development and the continued growth in visitor numbers require more modern and efficient approaches to crowd and service management.
They said plans implemented in recent years have achieved significant success in managing large-scale pilgrimages, but continue to rely heavily on traditional methods. They called for greater use of modern technology, artificial intelligence, and smart management systems to keep pace with the increasing number of visitors.
The advocates also stressed the need to reassess the deployment of security forces and strengthen specialized capabilities, while expanding the use of smart surveillance systems, drones, data analysis, and centralized command centers. They said these measures could improve operational efficiency and accelerate responses to incidents and emergencies.
On the services side, they called for modernization of the transportation system, including consideration of mass-transit projects such as light rail and tram networks. They also recommended electronic traffic-management systems and equipping transportation vehicles with tracking and camera systems to enhance security and safety.
The proposals also included upgrading infrastructure in the holy city by strengthening water, electricity, and sanitation systems, expanding the use of renewable energy, and establishing integrated service centers and modern rest areas for pilgrims. The activists further called for waste-recycling programs to support environmental sustainability.
They also emphasized the importance of establishing a unified data-management and decision-making system based on real-time field information and continuous coordination among security, service, and health authorities. Clear performance indicators, they said, should be used to evaluate the effectiveness of measures following each mass pilgrimage.
According to the activists and bloggers, the ultimate objective should be to establish an advanced and sustainable national model for managing mass pilgrimages, positioning Karbala as a leading international example of crowd and public-service management while ensuring high standards of security, safety, and comfort for millions of visitors from around the world.
