The Taliban’s Ministry for the Propagation of Virtue and Prevention of Vice has instructed government departments that all civil servants must undergo biannual religious examinations, according to Shia Waves Persian.

A leaked directive circulating in local media shows that the tests will be based on the Book of Jihad, which the Taliban previously introduced into government offices for teaching. The first round of exams is scheduled for September 9 (19 Shahrivar).

The directive does not provide detailed reasoning for the exams beyond emphasizing their necessity. However, observers note that the move appears to be part of the Taliban’s broader campaign to consolidate ideological control over state institutions.

Many government workers were originally hired under the former republic and are now being required to comply with these religious assessments. Alongside the exams, the Taliban have also imposed strict dress codes on male employees, including the compulsory wearing of traditional Afghan or Pakistani attire and the growing of beards.

Human rights activists warn that such measures severely restrict personal and religious freedoms, placing psychological pressure on civil servants. International analysts describe the exams as a systematic attempt by the Taliban to enforce doctrinal conformity and extend their control across Afghan society.
