UN Security Council to hold key meeting on Afghanistan in July

The UN Security Council announced it will hold a meeting on July 2 to discuss Afghanistan’s political and humanitarian situation. The head of the UN Assistance Mission in Afghanistan (UNAMA), an OCHA official, and a representative from Afghan civil society will brief members on the latest developments.

The session may include informal consultations with UN political affairs officials and UNAMA on potential responses to Taliban policies, including the proposed “Mosaic” plan. The plan, aimed at integrating the Taliban into Afghanistan’s political framework, faces criticism for sidelining non-Taliban actors and calling for sanctions relief, unfreezing Afghan assets, and forming an inclusive government.

Deep divisions persist among permanent Council members. The U.S., UK, and France link engagement with Taliban compliance on human rights, while Russia and China advocate unconditional dialogue and asset release. Disagreements over who should draft future Council resolutions—South Korea or Pakistan—have stalled progress. Key topics will include governance, the Doha process, narcotics, and Afghanistan’s struggling private sector.
