UK Opens Competition Investigation into Meta’s Use of Publishers’ Content for AI
————————————–
The UK Competition and Markets Authority (CMA) has opened an investigation into whether Meta abused its market position through commercial terms that could allow it to collect content from publishers and businesses for use in developing its products, including artificial intelligence services.
The investigation, launched on October 30, will examine whether the terms impose unfair conditions and deny businesses a meaningful choice over how their content is used. Meta has paused the planned changes, and the CMA has not concluded that the company breached competition law.
The dispute has also intensified elsewhere in Europe. An Oslo court temporarily blocked Meta’s proposed terms following legal action by Norwegian media organisations. Separately, the Paris Court of Appeal rejected Meta’s challenges to interim orders requiring it to negotiate in good faith with French publishers over payment for the use of their content and to provide information on revenue and content usage.
