In Spain, the city council of Lleida approved a regulation banning clothing and items that fully cover the face in public areas, including the niqab and burqa. The measure includes fines ranging from €400 to €750, with certain exceptions. Spain has not adopted a nationwide ban on face coverings.
Portugal has already introduced legislation restricting face coverings in public places, while Italy approved a ban on the burqa and niqab in schools on September 24, with the government saying the move aims to support integration and communication within educational institutions.
Supporters of the restrictions argue that such measures help with security, identity verification, social integration, and the protection of women. However, human rights organizations have raised concerns over their impact on religious freedom and personal rights. Amnesty International has warned that bans on face coverings could restrict freedom of expression and religion and may contribute to further isolation of some Muslim women.
The debate is taking place amid wider European discussions over immigration, national identity, integration policies, and the role of religious expression in public life, alongside concerns about rising discrimination against Muslims.
Several European countries, including France, Belgium, Denmark, Austria, and Switzerland, have already implemented full or partial restrictions on face coverings.
