Sweden Considers Integration Contract for Migrants Starting 2026

The Swedish government has announced plans to introduce a new set of integration policies, expected to take effect in 2026. Central to the proposal is a so-called “Swedish contract,” which would require migrants to formally commit to upholding national laws, participating in the labor market, promoting gender equality, and safeguarding the rights of women and children. Officials say failure to comply could result in the loss of residency.
One of the most debated elements is a clause rejecting practices linked to so-called “honor culture.” The draft specifies that restrictions on women’s and girls’ freedom regarding education, friendships, marriage, or social participation would be considered violations. The contract would also be a prerequisite for citizenship and access to government benefits, although sanctions for refusal have not yet been defined.
Additional measures include creating “integration zones” in socially isolated neighborhoods, offering tax incentives, stricter education programs, an alternative integration test, and early screening for honor-related issues. The proposals will be formally presented at the ruling party’s October conference and are expected to spark significant debate.
