Sweden Tightens Oversight of Funding for Religious and Civil Society Organizations

Swedish authorities are moving to strengthen oversight of public funding provided to civil society organizations and religious bodies, including groups operating mosques, by linking state support more closely to compliance with democratic principles and national laws.
The measures aim to ensure that taxpayer-funded support is not directed toward organizations or activities that authorities consider incompatible with democratic values, fundamental rights, or legal requirements.
Under the new approach, organizations seeking government funding will face stricter assessments of their activities, structures, and governance practices. Authorities will have the power to deny or suspend funding if organizations fail to meet established conditions.
The increased monitoring comes alongside broader government efforts to examine issues related to religious extremism and social integration. A government-commissioned inquiry launched in 2026 is examining the impact of what officials describe as “religious extremism” and “parallel social structures” on integration and democratic institutions.
Swedish authorities emphasize that freedom of religion and expression remain protected rights, while stressing that organizations receiving public funds must comply with applicable laws and funding requirements.
