India’s northeastern state of Assam is facing growing scrutiny ahead of its April 9 elections, as recent constituency redrawing has significantly reduced Muslim-majority seats, raising concerns about political representation.
Following a 2023 delimitation exercise conducted by the Election Commission of India, the number of constituencies with Muslim majorities has reportedly dropped from around 35 to about 20 out of the state’s 126 seats. Muslims make up more than 34% of the state’s population.
Analysts and opposition figures argue that the redistricting process has fragmented Muslim voters across multiple constituencies or consolidated them into fewer seats, reducing their electoral influence. Some experts have described the process as a form of “communal gerrymandering,” drawing comparisons to historical practices of manipulating electoral boundaries to favor dominant groups.
Examples cited include constituencies where demographic balances have shifted due to the merging or division of voter populations, making it more difficult for Muslim candidates to secure representation. In some areas, seats previously represented by Muslim candidates have become majority-Hindu constituencies or have been reserved under different electoral categories.
Critics also allege that geographical guidelines for delimitation may not have been consistently followed, while supporters of the process, including figures aligned with the ruling Bharatiya Janata Party, maintain that the exercise was carried out by independent authorities and aimed at administrative fairness.
The issue comes amid broader political debates in India over identity, representation, and electoral fairness. Observers warn that the changes could have lasting implications for minority participation in governance, while officials have not publicly addressed all allegations surrounding the redistricting process.
The elections in Assam are expected to test the political impact of these changes on voter turnout and representation in one of India’s most demographically diverse states.
