Rights Groups Report Thousands of Arrests and Dozens of Prisoner Deaths in Israeli Custody in 2025

Palestinian human rights organizations say Israeli authorities intensified arrest campaigns against Palestinians in 2025, resulting in about 7,000 detentions and the deaths of 32 prisoners in Israeli custody. The figures were outlined in a joint report documenting developments over the past year.
The report was issued by the Palestinian Prisoners’ Club, Addameer Prisoner Support and Human Rights Association, and the Palestinian Authority’s Commission of Detainees’ Affairs. It said total arrests since Oct. 8, 2023, reached around 21,000, including 1,655 children and 650 women, excluding detainees from Gaza and Israel.
According to the report, arrests in 2025 included about 600 children and 200 women, raising the total prison population to more than 9,300. It said around 3,350 detainees were held under administrative detention, accounting for nearly half of all prisoners, while 1,220 were classified as “unlawful combatants.”
The organizations documented 32 prisoner deaths in 2025, bringing the total since October 2023 to 100. They alleged deaths were linked to torture and medical neglect, alongside practices such as solitary confinement, deprivation of basic needs, enforced disappearances, and the re-arrest of former detainees, including women and children.
