The Taliban’s education authority in Herat province has mandated that all education employees and teachers wear turbans while performing their academic and administrative duties. The directive, issued by Rahmatullah Jaber, head of the Taliban education department in Herat, applies to staff at public and private schools, school administrators, and students.
The order also prohibits the use of mobile phones within schools and religious institutions, reflecting broader measures by the Taliban to enforce discipline in educational settings. Previously, the authority required male staff to grow long beards, with non-compliance barring entry to workplaces.
Observers express concern that such rules further restrict personal freedoms and impose strict dress codes within schools. Similar regulations have been enforced in other provinces, including requirements to wear specific headgear under the Taliban’s interpretation of their “Commanding Right and Forbidding Wrong” law, signaling tighter control over behavior and appearance in educational institutions.
