International rankings and reports released in 2025 indicate a sharp decline in Saudi Arabia’s record on human rights and freedoms. According to the U.S. State Department’s annual human rights report, the country has witnessed systematic violations with little accountability for perpetrators. Freedom House classified Saudi Arabia as “Not Free,” while Reporters Without Borders ranked it 162 out of 180 countries in its press freedom index, reflecting severe restrictions on journalism.

The International Trade Union Confederation placed Saudi Arabia among the world’s five worst countries for workers’ rights, while the U.S. Commission on International Religious Freedom recommended designating the kingdom as a “Country of Particular Concern” for religious freedom. Rights groups also reported an unprecedented surge in executions without due legal process. Additionally, the Economist Intelligence Unit’s Democracy Index ranked Saudi Arabia 148 out of 167 nations, categorizing it as an authoritarian regime.
