The Taliban’s Passport Directorate has announced new regulations barring certain categories of Afghan citizens from obtaining passports, Khaama Press reported. The directive excludes individuals convicted by Taliban courts, those banned from foreign travel, children without legal guardians, and citizens restricted from leaving the country due to unpaid debts or other obligations.
Officials stated that biometric and database checks will automatically flag individuals prohibited from travel, preventing them from accessing passports. Previously, Afghan law entitled all citizens to passports, with exceptions limited to specific criminal cases. The latest rules significantly broaden these restrictions.
Rights advocates warn the policy could be used against former government officials, political opponents, and dissenting voices, further tightening the Taliban’s control. They argue that limiting access to passports threatens freedom of movement and may endanger vulnerable groups seeking safety abroad.
