Sweden Proposes Denying Citizenship to Those Accused of Enforcing “Honor Culture”

A new Swedish government proposal aiming to tighten citizenship requirements has sparked widespread debate, particularly among Muslim and immigrant communities. The proposal would bar individuals accused of enforcing so-called “honor culture” within their families from obtaining Swedish citizenship.
Authorities could assess whether applicants impose practices such as mandatory hijab, restrict girls from participating in social activities, or exert control over family life—based on reports from neighbors, schools, social services, or police. The government argues the measure promotes equality and democratic values.
Critics, however, warn that the proposal risks stigmatizing entire communities, conflating conservative cultural or religious practices with coercion. Activists argue it could lead to unwarranted surveillance of private family life and frame lawful personal beliefs as legal liabilities.
Prime Minister Ulf Kristersson’s recent statement—“a man who controls his daughters will not be granted citizenship”—has intensified concerns over vague criteria and subjective judgments. Observers fear the move may undermine genuine integration by turning citizenship into a cultural loyalty test.
