Spain’s left-leaning minority government has introduced a draft law aimed at banning smoking in a wide range of outdoor public areas, including beaches, playgrounds, café terraces, bus stops, and stadiums. The legislation, announced on Tuesday, seeks to strengthen public health protections and curb the growing use of tobacco products.

The proposed ban also extends to electronic smoking devices, such as e-cigarettes and vapes, which have seen rising popularity among young people—a trend the government describes as alarming and in need of legislative action.
While health advocates have welcomed the move, Spain’s hospitality sector has voiced concerns.

Industry representatives warn that banning smoking on outdoor terraces could negatively impact business, as these spaces are popular year-round with smoking customers. Smoking has been prohibited in indoor public spaces in Spain since 2011. If passed, the new law would mark a significant expansion of anti-smoking regulations into open-air environments.
