Italy’s Ministry of Justice has announced plans to potentially release up to 10,000 prisoners to address severe overcrowding in the country’s detention facilities. The proposed measure would apply to inmates with final sentences, less than two years remaining, and clean disciplinary records, according to a statement issued Tuesday.

Those convicted of serious crimes, including terrorism, organized crime, and sexual violence, will be excluded from the program. Italy’s prisons currently operate at 122% capacity—among the highest in Europe—raising concerns over inmate welfare, especially during extreme summer heat and rising suicide rates.

The early release initiative will be gradual and overseen by a special task force working with prison authorities and parole judges. Regular assessments are expected, with progress updates due in September.

Officials say the move aims to support rehabilitation and reduce recidivism while aligning with broader international criminal justice reforms centered on human rights and public safety.
