Austria Approves Headscarf Ban for Girls Under 14 in Schools

The Austrian government has agreed to introduce legislation banning the wearing of headscarves by girls under 14 in schools, with the law expected to take effect from the next academic term in February 2026.
The ban will apply to both public and private schools, and parents who fail to comply may face fines ranging from €150 to €1,000. Integration Minister Claudia Plakolm (ÖVP) confirmed the measure following a cabinet meeting, stating that the draft law will be sent for consultation before formal adoption.
According to government plans, initial violations will be addressed through discussions between schools, the student, and parents. Persistent non-compliance could escalate to education authorities and child welfare services before financial penalties are imposed.
Plakolm described the headscarf for young girls as a “symbol of oppression,” stressing the need for swift implementation. Support also came from the Social Democratic Party (SPÖ) and the liberal Neos party, who framed the move as a step toward empowering girls.
However, constitutional law experts have raised concerns about religious freedom and equality, noting that similar bans in the past were struck down by the Constitutional Court. Critics argue the measure may unfairly target Muslim girls while other religious symbols remain permitted.
