Japan Enacts AI Legislation to Balance Innovation, Risk Mitigation

Japan’s parliament approved a groundbreaking AI law on Wednesday aimed at encouraging technological development while tackling risks such as misuse, data breaches, and copyright infringement, Anadolu Agency reported.
The new law fosters AI advancement while empowering authorities to address misuse, including criminal activity and rights violations.
The legislation, supported by both the ruling coalition and opposition parties, passed the House of Councillors (the upper house) after receiving initial approval from the House of Representatives in April.
In response to rising concerns about AI-generated misinformation, the law grants the government authority to publicly disclose companies implicated in criminal activities involving AI. Additionally, authorities can investigate, issue warnings, and notify the public in cases where AI-related incidents violate citizens’ rights. Businesses are required to comply with these measures.
