The United Nations High Commissioner for Human Rights, Michelle Bachelet, called on governments around the world to ensure that human rights are protected from any violation under the guise of exceptional or emergency measures when dealing with coronavirus.

“It is clear that the shooting, arrest or ill-treatment due to the violation of the curfew on desperate people searching for food is an unacceptable and unlawful response,” Bachelet said in a statement.

She added that these procedures make it difficult and dangerous for women who seek to reach the hospital to give birth, and in some cases, people die because of inappropriate application of the measures supposed to have been put in place to save them.

According to human rights law, states can restrict some rights to protect public health, in addition to gaining certain additional powers if a state of emergency is declared.
