UK Can Meet Net Zero Targets, But Energy Tax Reform Urgent, Advisers Warn

The UK remains on track to meet its net zero targets by 2050 and interim carbon budgets for 2030, according to the Climate Change Committee’s (CCC) annual report to Parliament. Describing the outlook as “optimistic,” CCC Chair Piers Forster said that, with the right policy action, achieving net zero is feasible and economically beneficial in the long term.

However, the report highlights a critical need to reform energy taxation. Currently, electricity is significantly more expensive than gas due to levies supporting low-carbon efforts, which could hinder the transition to electric heating and transport. The CCC suggests shifting these levies, possibly to general taxation or gas bills, but warns of social impacts if vulnerable groups are not protected.

Recent policy changes, including Labour’s support for onshore and offshore wind and increased heat pump and electric vehicle uptake, have improved progress. Nevertheless, the pace remains insufficient, and further action is needed. Tree planting has also increased, particularly in Scotland, reaching levels not seen since the 1990s, though still below target.

The Guardian reported that in October the government must publish a legally required national plan outlining how it will meet climate goals. Environmental groups stress that this plan must be fair and ensure that polluters bear the costs, not ordinary citizens.
