Mirza Shirazi’s Historic Fatwa Demonstrated Power of Independent Shia Religious Leadership

The historic tobacco prohibition fatwa issued on First day of Jumadi al-Awwal by Grand Ayatollah Sayyid Muhammad Hasan Shirazi, known as Mirza Shirazi, became a turning point in Iran’s struggle against foreign economic influence. By mobilizing public opposition to a British-linked tobacco monopoly during the Qajar era, his ruling demonstrated the influence of independent Shia religious leadership in defending national interests and uniting society around a common cause.

After Naser al-Din Shah granted the British-backed Régie company control over Iran’s tobacco trade, widespread protests erupted across the country. When negotiations with the government failed, Mirza Shirazi issued a fatwa prohibiting tobacco use, prompting broad public compliance, including within the royal household.

The resulting movement compelled the Qajar government to cancel the concession. Mirza Shirazi’s leadership became a lasting example of how religious authority and collective public action could challenge government decisions and foreign economic intervention, securing his place in Iran’s modern history.
