The Syrian Network for Human Rights (SNHR) has released its annual 2025 report documenting civilian casualties and rights violations across Syria, warning that grave abuses continued throughout the year at the hands of multiple conflict parties. The report highlights Sweida province as one of the areas most severely affected by violence and humanitarian harm.
According to the findings, Sweida accounted for nearly 12 percent of all civilian deaths recorded nationwide in 2025, ranking third after Latakia and Hama. The network documented the killing of 374 civilians in the province, including 39 children and 79 women, as well as the deaths of four journalists and ten medical workers.
The report notes that Sweida experienced a major escalation in July 2025, involving forces linked to Syria’s defence and interior ministries, alongside armed local groups, Bedouin tribes, and armed civilians. This surge in hostilities was accompanied by serious violations, including unlawful killings resulting from attacks on civilian areas without military necessity or prior warning.
SNHR also recorded multiple massacres, deaths under torture, and casualties caused by unexploded ordnance and landmines. The involvement of armed factions and militias linked to the former regime was cited, while the complex security environment made attribution of responsibility particularly challenging in several incidents.
In addition, the report documented attacks on civilian infrastructure, including schools, healthcare facilities, and places of worship, further deepening Sweida’s humanitarian crisis. SNHR said its documentation follows rigorous international standards and reaffirmed its commitment to impartial monitoring, accountability, and providing reliable data to international rights bodies and UN mechanisms.
