ISIS Resurgence in Eastern Syria: Surge in Attacks Across Deir Ezzor and Raqqa

After several years of relative calm, eastern Syria is witnessing a renewed wave of ISIS activity, with a series of deadly attacks reported in the provinces of Deir Ezzor and Raqqa, according to AhlulBayt News Agency (ABNA).

Hidden ISIS cells appear to have taken advantage of ongoing security vacuums in areas controlled by the Syrian Democratic Forces (SDF), launching ambushes, bombings, and assassinations targeting both military personnel and civilians.

October 2025 marked a noticeable escalation, as reports from the Syrian Observatory for Human Rights (SOHR) documented at least 16 separate attacks across the region, resulting in multiple casualties.

Though ISIS lost its territorial control in Syria in 2018, the extremist group continues to maintain operational networks, particularly in remote desert and rural areas. Local sources say its cells have regrouped in isolated villages, using the terrain’s complexity and weak security coordination to rebuild influence and mount fresh offensives.

Military analysts note that ISIS has adapted its tactics, focusing on hit-and-run operations and targeted killings rather than direct confrontations — a sign that the group is prioritizing survival and asymmetric warfare.

The renewed activity has sparked growing concern among observers and residents alike that the region may slide back into instability. Analysts warn that unless local and international forces coordinate more effectively, the resurgence of ISIS could once again threaten fragile security in eastern Syria and lead to further civilian casualties in the months ahead.
