Syria Establishes Committee to Draft Constitutional Declaration for Transitional Phase

Syrian President Ahmed al-Sharaa announced on Sunday the formation of an expert committee responsible for drafting a constitutional declaration to guide the country through its transitional phase following the fall of Bashar al-Assad’s regime, Anadolu Agency reported.

The committee’s mandate is to create a constitutional declaration that will structure Syria’s transitional period, with a proposal expected to be submitted to the president. The Syrian Presidency stated that this decision aligns with the aspirations of the Syrian people to establish a state based on the rule of law, following the outcomes of the recent Syrian National Dialogue Conference.

The conference, attended by various societal representatives and President Sharaa, aimed to outline a roadmap for Syria’s future after the Assad regime’s downfall. The final statement from the conference included agreements to expedite the announcement of a temporary constitutional declaration to address the constitutional vacuum, thus facilitating state operations. Additionally, a committee was formed to draft a permanent constitution that promotes a balance of powers, justice, freedom, equality, and institutional governance.

After nearly 25 years in power, Assad fled to Russia on December 8, marking the end of the Baath Party’s rule, which had lasted since 1963. On January 29, the Syrian administration appointed Sharaa as the country’s president for the transitional phase, which included the dissolution of armed factions, security agencies from the previous regime, parliament, the Baath Party, and the annulment of the old constitution.
