The Supreme Committee for Million-Person Pilgrimages has presented a series of strategic proposals aimed at improving the management of the Arbaeen pilgrimage to Imam Hussein (peace be upon him), during a parliamentary hearing focused on preparations for the annual pilgrimage.

The session was attended by government officials, representatives of the holy shrines, and relevant authorities. The committee stressed the need for long-term planning rather than relying on temporary solutions, calling for evaluations to begin immediately after each pilgrimage season to identify challenges and develop more effective plans for the following year.

The proposals highlighted the importance of sustainable service projects, including expanding transportation networks, improving energy and infrastructure services, and developing ring roads and organized parking areas around the holy cities. The committee also emphasized the need for comprehensive plans to manage pilgrim movement, especially during the return phase.

Discussions also covered the organization of foreign pilgrims’ entry and exit procedures, with emphasis on applying existing regulations to ensure security and smooth movement.

On the security front, the committee proposed strengthening intelligence operations, coordinating responsibilities among security forces, dividing pilgrimage routes into operational sectors, and establishing detailed schedules to enhance command, coordination, and overall security during Arbaeen.
