Over 35,000 Inmates Released in Iraq Under General Amnesty Law

Iraq’s Supreme Judicial Council announced on Monday that more than 35,000 inmates were released during September under the amended General Amnesty Law. According to the council’s statement, a total of 35,203 individuals were freed from prisons and detention centers last month under the amended Law No. 27 of 2016.

The number of people covered by the law, including those with arrest warrants, summonses, bail cases, and in absentia convictions, reached 143,924. The council added that the total amount of recovered funds reached 38.5 billion Iraqi dinars and $34.3 million.

Earlier, on September 29, the Ministry of Justice reported the release of 9,410 inmates since the law’s implementation across Baghdad and other provinces. Iraqi courts began enforcing the amended amnesty law on February 6, 2025, following directives from Supreme Judicial Council President Faiq Zidan to apply the second amendment approved by the Council of Representatives.
