Amnesty warns world entering chaotic state of international law

A new report warns that the global order is entering a critical phase as respect for international law continues to decline.

In its 2025 annual report, Amnesty International said growing attacks on multilateralism and legal norms are weakening the international system. It noted that ongoing conflicts and insufficient global responses to violations are eroding the framework designed to protect human rights.

The report highlights a broader shift in international relations, with increasing reliance on military force over diplomacy and a decline in the effectiveness of institutions established after World War II. It warns this trend could reshape the global system if left unchecked.

Particular concern was raised over conflicts in the Middle East, where political instability and humanitarian crises have intensified. The organization criticized the international community’s limited response to violations, including in Gaza Strip, saying it has contributed to worsening conditions for civilians.

The report also points to increasing political pressure on international justice bodies, which it says undermines accountability and public trust in legal institutions.

Amnesty International called for stronger global cooperation, enforcement of international law, and renewed efforts toward peaceful conflict resolution to safeguard human rights and maintain global stability.
