Azerbaijan Introduces New School Uniform Rules Restricting Headscarves in State Schools

Azerbaijan’s Cabinet of Ministers has approved new amendments to school uniform regulations in state educational institutions, introducing restrictions on clothing additions that authorities say conflict with uniform standards or the secular nature of public education.

Although the new regulations do not explicitly mention headscarves, Azerbaijani media reports say the wording effectively prohibits the wearing of headscarves in state schools by banning items considered inconsistent with the principle of secularism.

The amendments require students to follow approved uniform designs, while parents and legal guardians are responsible for ensuring compliance. Any disputes over the application of the rules will be referred to school pedagogical councils for review.

The regulations also allow students to wear traditional Azerbaijani clothing or cultural elements during events related to national history, culture, and values, provided they receive approval from the school administration.

The decision was adopted on September 21, following legislative changes approved in July that required students and staff at state educational institutions to follow official dress code requirements.

Schools are required to publish the updated regulations on their official websites or notice boards within five working days, while school boards will oversee implementation and address related concerns.
