Nearly 90% of Israeli military investigations into war crimes and abuses since the Gaza conflict began have either been closed without fault or remain unresolved, according to a report by Action on Armed Violence (AOAV), as reported by The Guardian. Among the unresolved cases are incidents such as the killing of at least 112 Palestinians waiting for flour in Gaza City in February 2024 and an airstrike that killed 45 in Rafah in May 2024.

AOAV identified 52 investigations linked to over 1,300 Palestinian deaths and nearly 1,900 injuries between October 2023 and June 2025. Only one soldier has received a prison sentence, while most cases have seen no accountability.

The Israeli Defense Forces (IDF) stated they conduct investigations in line with legal obligations and that many inquiries remain ongoing. However, critics argue the system is slow and opaque, potentially fostering a “pattern of impunity” amid rising civilian casualties in Gaza.
