India: Muslim Cleric Arrested, Mosque Loudspeaker Seized Over Call to Prayer in Uttar Pradesh

————————————-

Indian police arrested a Muslim cleric and seized a mosque loudspeaker in Bijnor district of Uttar Pradesh over allegations of violating legally permitted noise limits while broadcasting the Islamic call to prayer, without publicly disclosing any official sound-level measurements.

The incident occurred in the Makbara area of Bijnor district when District Magistrate Umesh Pratap Singh and Police Commissioner Krishan Kumar Bishnoi were travelling to attend Samadhan Diwas, a government programme intended to address public grievances. They reportedly heard the call to prayer coming from a local mosque.

Following the incident, Bishnoi directed police personnel to visit the mosque. Officers seized the loudspeaker and detained Muslim cleric Mohammed Faizan before registering a formal case against him.

According to the police account, Assistant Sub-Inspector Saurabh Kumar filed a complaint alleging that Faizan had violated regulations governing the use of loudspeakers. He was also accused of disturbing public order.

The local police station chief said Faizan was presented before a sub-divisional magistrate and subsequently sent to jail in connection with the case.

The information published about the incident did not specify the sound level in decibels or establish whether authorities had conducted official technical measurements before seizing the loudspeaker and arresting the cleric.

In a related action, Bishnoi suspended field police officer Lalit Kumar, accusing him of failing to enforce the instructions governing noise levels.

Bishnoi said authorities would not permit loudspeakers to be used in places of worship beyond legally prescribed limits. He added that religious leaders had previously been warned about compliance with the regulations.

The police commissioner also instructed station officers to monitor loudspeaker use in their jurisdictions and obtain written undertakings from police personnel responsible for enforcing the rules.
