Although the new regulations do not explicitly mention headscarves, Azerbaijani media reports say the wording effectively prohibits the wearing of headscarves in state schools by banning items considered inconsistent with the principle of secularism.<\/p>\n
The amendments require students to follow approved uniform designs, while parents and legal guardians are responsible for ensuring compliance. Any disputes over the application of the rules will be referred to school pedagogical councils for review.<\/p>\n
