Report: AI Misuse Raises Concerns Over Surveillance of Uyghur Diaspora Communities

A new threat-intelligence report by artificial intelligence company Anthropic has highlighted concerns over the use of AI tools in operations aimed at monitoring, profiling, and influencing Uyghur communities outside China.<\/p>\n
According to a report published by Bitter Winter, Anthropic\u2019s investigation found that a China-based actor allegedly used AI systems to analyze information collected from more than 100 WhatsApp groups and dozens of Telegram channels. The data was reportedly processed into structured profiles identifying individuals\u2019 backgrounds, social connections, and potential vulnerabilities.<\/p>\n
The report said the alleged activities included attempts to identify people with relatives in Xinjiang, assess personal vulnerabilities, and support targeted influence efforts. It also described alleged operations involving Uyghur communities in Syria, where AI was reportedly used for translation, communication, and analysis in attempts to gather information.<\/p>\n
Anthropic\u2019s findings also pointed to alleged efforts targeting Uyghur media and advocacy networks through coordinated reporting campaigns, disinformation tactics, and attempts to undermine independent journalists.<\/p>\n
The report emphasized that AI did not create these forms of repression but could increase their scale and efficiency by reducing linguistic and technical barriers.<\/p>\n
Anthropic reportedly banned accounts associated with the identified activities and said it continues to monitor related digital patterns. However, the report noted that attribution remains limited and does not conclusively identify all actors or command structures involved.<\/p>\n
