Iraqi Justice Ministry Moves to Transfer 6,000 Foreign Inmates to Their Home Countries to Alleviate Prison Overcrowding<\/p>\n
The Iraqi Ministry of Justice has announced the initiation of diplomatic and legal actions to transfer approximately 6,000 foreign inmates from 61 nationalities to their home countries to complete their sentences, excluding those sentenced to death. This move is part of efforts to reduce pressure on correctional facilities and address the issue of overcrowding.<\/p>\n
Ministry spokesman Ahmed Laiebi stated that the ministry is working, in coordination with the relevant authorities, to establish channels of cooperation with several Arab and foreign countries, paving the way for signing agreements and memoranda of understanding that would allow the transfer of convicts to their home countries based on mutual reciprocity and established legal and diplomatic frameworks.<\/p>\n
He explained that the transfer procedures will include Arab and foreign convicts located in Iraqi correctional facilities, with the exception of those sentenced to death. He also noted that the ministry has received a decision from the National Security Council on this matter.<\/p>\n
According to the ministry, the number of foreign inmates in Iraqi correctional institutions is approximately 6,000 individuals from 61 countries, with Syrians being the most numerous, alongside nationalities from Morocco, the United States, Canada, Russia, Tunisia, Turkey, and other nations.<\/p>\n
Laiebi pointed out that the large number of foreign inmates has contributed to increased pressure on the capacity of correctional institutions, noting that the Al-Karkh Central Prison has been designated to receive Arab and foreign convicts, following the redistribution of a number of Iraqi inmates to other correctional facilities.<\/p>\n
He confirmed that the ministry is in direct contact with the diplomatic missions of the relevant countries to discuss the possibility of transferring their nationals to their home countries to complete their sentences there, contributing to enhancing international judicial cooperation and developing mechanisms for executing judgments.<\/p>\n
According to the ministry spokesman, the Ministry of Justice continues to complete the technical and diplomatic procedures to establish a clear mechanism for transferring convicts meeting the required conditions, while preserving their legal rights and achieving mutual interests between Iraq and the concerned countries.<\/p>\n","protected":false},"excerpt":{"rendered":"
