Indonesia continues to advance its hajj fund management system through an institutional model that combines governance and investment compliant with Islamic law. This approach enhances the sustainability of financing pilgrim services and transforms the managed funds into a broad investment portfolio, resembling halal sovereign wealth funds in its mechanisms.<\/p>\n
The Indonesian Hajj Financial Management Agency is responsible for managing these funds, based on Law No. 34 of 2014 concerning Hajj Financial Management. This law mandates the agency to adhere to the principles of prudence, transparency, and accountability, while it operates without initial capital or operational allocations from the state budget.<\/p>\n
The agency aims to maximize returns from the Hajj funds and direct them to support citizens\u2019 capacity to afford the pilgrimage costs. This includes contributing to expenses related to pilgrim services within Saudi Arabia or the costs incurred within Indonesia, which supported the organization of the 2026 Hajj season.<\/p>\n
Established in 2017 as part of institutional reform of the hajj fund management system, the agency was introduced following a period of criticism regarding transparency and financial discipline. A specialized institution now manages and develops the funds in alignment with governance standards and Islamic Sharia principles.<\/p>\n
New investment strategies have contributed to the increase in the distributed benefits to pilgrims from 5.7 trillion Indonesian rupiah to 12.1 trillion rupiah. This reflects the expanded returns resulting from fund management and investment.<\/p>\n
The agency allocates approximately 75.9 percent of the funds to Sharia-compliant investments, including sukuk, investment funds, and gold. It also engages in direct investments through its subsidiary in Saudi Arabia, which is active in sectors related to the Hajj ecosystem, including hotels, catering, transportation, and real estate.<\/p>\n
The expansion of these investments has helped the agency shift from solely preserving hajj funds to becoming an investment institution focused on increasing their value and protecting them from erosion. The realized returns are directed towards serving Indonesian pilgrims.<\/p>\n
Performance data indicates an annual compound growth rate of 9.9 percent in the value of benefits distributed, reflecting a trend toward prioritizing the maximization of returns for pilgrims rather than merely increasing the size of managed assets.<\/p>\n
